Two CR residents arrested by ICPD in same OWI stop

It was a two-for-one traffic stop for Iowa City Police as two Cedar Rapids residents were arrested for drunk driving Saturday afternoon.

Dispatchers received a call about an erratic driver almost swerving into oncoming traffic southbound on Highway 1 near Rapid Creek Road at 4:20pm. The caller followed the vehicle into the North Dodge Express parking lot, where they saw the driver and a passenger switch seats.

Arriving officers found 38-year-old Carsandra Robinson in the driver’s seat with the vehicle parked and still running. Robinson told police that the original driver, 40-year-old Marty Troutwine, had switched seats with her.

Both Robinson and Troutwine showed multiple signs of intoxication, and a cold, open can of Bud Light was found inside the vehicle. Robinson admitted to drinking, and provided BAC’s of .140 on a portable Breathalyzer test and .135 on a Datamatser. Troutwine refused breath testing.

Robinson and Troutwine, who live together on 30th Street Southeast, are each charged with Operating While Intoxicated. Troutwine faces a more severe punishment as he has a previous OWI conviction from Benton County in 2014.
