Pheasant Ridge shooter back behind bars after escaping officers multiple times

A Coralville man involved in a 2014 shooting at the Pheasant Ridge apartments on Bartelt Road is back behind bars after multiple attempts to capture him.

An Iowa City Police officer observed 24-year-old Osean Horton of 5th Street, who was wanted on multiple warrants, walking near Taylor Drive and Hollywood Boulevard just before 5pm on August 11th. The officer made contact and confirmed Horton’s identity. Horton then allegedly started walking away, then escaped by running towards Broadway Street.

Around 8pm on August 28th the ICPD was made aware that Horton was in the 1900 block of Broadway Street. Horton allegedly took off running when approached by officers, fleeing through two apartment buildings, climbing through a hole in a fence and jumping over another fence before escaping again.

Horton was finally captured after a lengthy foot chase just before 11am Thursday that began and ended on the 1100 block of Hollywood Boulevard.  One officer suffered a hamstring injury during the pursuit.

Horton is charged with Interference with Official Acts Causing Bodily Injury, Possession of a Controlled Substance and two counts of Interference with Official Acts. If convicted on all charges, he faces a maximum of 26 months in prison.

Horton was given a deferred judgement in 2014 after he and another then-teenager opened fire on one another near the Pheasant Ridge apartments. Neither person was injured, but a nearby apartment complex was damaged. Horton pleaded guilty to charges of Carrying Weapons and Intimidation with a Dangerous Weapon.

Horton faces a separate September 24th trial on drug charges after he was caught with several baggies of marijuana after a traffic stop on Interstate 80 in March.
