IC woman with history of misusing donated certificates charged again in similar incident

An Iowa City woman with a history of misusing donated gift certificates faces a new charge for the same offense.

According to Iowa City Police, last April 51-year-old Susan Norris of Sandusky Drive solicited Pagliai’s Pizza on Bloomington Street for a $10 gift certificate to be used for a school fundraiser. Pagliai’s owner showed investigators a video of Norris using a $10 certificate marked “Donation” for her own personal use on May 4th.

When interviewed by police, Norris initially claimed the certificate she used was one she had won previously. But she later added if she did use the donated certificate, it was a mistake.

Norris is charged with 5th Degree Theft, a Simple Misdemeanor punishable by a maximum of 30 days in jail.

Norris was accused of a similar incident in 2001, when she was the recreation director for the city of Williamsburg. City officials said they found 105 tickets missing to Six Flags Great America in Illinois and Noah’s Ark Family Park in Wisconsin Dells. The total value of the tickets was $2,695. The city bought the tickets at a discount, then planned to sell them at the discounted price to Williamsburg residents as a convenience.

Norris initially denied the allegation, although she resigned her position. She later entered an Alford plea to a 2nd Degree Theft charge.

Later in 2001 Norris was also charged with 2nd Degree Theft in Scott County, but that charge was later dropped.
