Tutu-wearing Cedar Rapids man arrested for 3rd OWI at Solon boat ramp

A Cedar Rapids man allegedly was wearing an interesting choice of clothing when he jumped into the water at a boat ramp in Solon over the weekend.

Police say 41-year-old Chris Lala of Sherman Street Northeast was called in by a witness sitting in a vehicle allegedly drinking a beer while near the water on Main Boat Ramp Road in Solon Sunday afternoon.

The witness says that Lala had jumped in the water wearing a tutu.

Later, Lala was observed on another beach drinking a beer and smoking a cigarette. Officers noted a strong odor of alcohol and bloodshot eyes while holding an alcoholic beverage. Lala allegedly told police that he had come from a bar.

Lala failed field testing and blew a .174 on a PBT but refused Datamaster testing. Having been previously convicted of OWI in Linn County in October of 2016 and October of 2017, he was charged with his 3rd or subsequent OWI and driving on a suspended or revoked license.

Lala could be sentenced to up to six years in prison if convicted on both charges.
