Iowa City traffic stop leads to arrest of Cedar Rapids sex offender in front of IMU

What began as a routine traffic stop for Iowa City Police led to the arrest of a convicted sex offender from Cedar Rapids in front of the Iowa Memorial Union.

According to arrest records, officers pulled over a 2013 Honda Accord being driven by 48-year-old Frankie Briley of 16th Street NE for a traffic violation near the intersection of Madison and Jefferson Streets just before 10:15 Saturday night. Police say Briley claimed he was not an eligible driver due to his placement on the Iowa Sex Offender Registry. He also allegedly admitted to being non-compliant on his address confirmations.

Briley was taken into custody. A search of his vehicle reportedly turned up a baggie of marijuana, to which Briley allegedly claimed ownership.

Briley was convicted of Indecent Contact with a Child and 3rd Degree Burglary in Linn County stemming from a 2015 incident involving a girl under the age of 14. He also has a 2013 drug conviction from Cook County, Illinois and a sex offender registry violation conviction from Linn County in 2017.

Briley is charged with two second offense Sex Offender Registry Violations and one second offense count of Possession of a Controlled Substance. If convicted on all charges, he faces a maximum of 11 years in prison.
